Jawahar Sircar is a former Indian administrative service officer, public intellectual, speaker, and writer. He was elected to Rajya Sabha, the upper house of the parliament of India on 2 August 2021 on the ticket of Trinamool Congress to represent the state of West Bengal. He was born on 22 March 1952 in Kolkata, West Bengal India. Jawhar did his schooling at St. Xavier’s School. Later, he graduated in Political Science from Presidency College, standing 2nd in Calcutta University. Sircar also completed a master’s degree in ancient Indian history and culture and a second degree in sociology with sociology anthropology from Calcutta University. He also studied at the University of Cambridge and the University of Sussex in the United Kingdom (UK).

Sircar joined the Indian administrative service in 1975 and served as the chief executive officer in Prasar Bharati from 2012-16 and also served as the secretary to the Government of India from 2008-12. He also holds other important positions and portfolios in state and central government. Jawhar was nominated by the Trinamool Congress party and elected unconnected as a Member of the Rajya Sabha on 2 August 2021 to represent West Bengal. Sircar also headed India’s culture ministry from November 2008 to February 2012. During this work period, he supports a campaign to preserve India’s inclusive cultural heritage against the consent attempt to utilize it for sectarian gains.

Shri Jawahar Sircar resigned from the position as TMC member of Parliament of Rajya Sabha on 13 September 2024, due to the 2024 Kolkata Rape and Murder Incident and related corruption. He has served in finance commerce and industries for 70 years and also in public communication like administration of education and cultural media for more than a dozen years. Sircar always raises the issues of people and aware people of their freedom of expression. He was CEO of India’s public broadcaster from 2012 to 2016. Jawhar also raised a voice time by time for media freedom.
