Originally from Nadaun in the Hamirpur region of the state, Sukkhu is a lawyer who joined the National Student Union of India (NSUI), the student branch of the Congress, during his undergraduate years. He was selected to head its state division in 1989. From 1998 until 2008, Sukhvinder led the state Youth Congress as well.
